Texarkana, Texas appoints Kevin Schutte acting police chief

TEXARKANA — The City of Texarkana, Texas, announced Thursday the appointment of Kevin Schutte as acting police chief effective Dec. 29.

The city council will vote on Jan. 14, 2019 in a regularly scheduled meeting to confirm Schutte’s appointment.

The announcement comes after chief Daniel Shiner, who spent the past 11 years at the post, declared his plans to retire on Dec. 28.

Schutte is a 30-year veteran on the TTPD force, filling various positions with the most recent being assistant chief of police, a position he was appointed to in 2015. The Hooks native has been a patrolman, member of a specialized street narcotics unit, leader of TTPD’s SWAT team for 11 years, a detective in the criminal investigation division, public information office, training coordinator, and TTPD’s property and evidence manager. Schutte is a certified public manager, master peace officer, holds a certificate of proficiency as a police instructor, and has over 3,500 hours of training and over 2,000 as an instructor.

“We are fortunate to have someone as capable as Kevin already in place in the department that can step into the Chief’s role and pick up where Chief Shiner left off,” said city manager Shirley Jaster said. “Schutte has demonstrated the ability to work with the entire department and city administration to problem solve and plan for the future. This is a unique and momentous time in our city’s history of growth and development, and this role is key to our success. I have confidence that he, with the support of his department, is up to the task.”

Schutte is also trained as a firefighter/EMT and served as fire chief of the Hooks Volunteer Fire Department for 11 years. The new acting chief is also a bi-vocational associate pastor at his church, Myrtle Springs Baptist Church in Hooks where he lives with his wife, Kim, and two children.
